If so then it differs little from polio/smallpox vaccines. The questions, in my mind, becomes, how widespread is it? What sort of contact? Can it be spread like HIV?

No, its a lot different. Polio and smallpox are highly contagious diseases anyone can get through no specific behavior. Cervical cancer is a disease spread by promiscuous predator men to 12 year old girls, according to the Giardisil maker, Merck. You see, 'girls' only get cervical cancer when they have sexual contact with men who have had many many partners. So you are asking the taxpayer to force a vaccine on innocents so that they may be preyed upon. How sick is that!
