Most likely nothing occurred during the cab stop that would be considered a law violation in the US ~ particularly since it's unlikely the cops would just stop a cab because somebody thought somebody might be hatching a plot to commit a crime.

It takes much more than that to pull over a cab here.

Then, he'd gone to wherever it was he was going, hatched his plot, taken his revenge, and it'd been just another night in North London.

The way to keep things like this from getting out of hand is simple ~ ARM THE PEOPLE.
