How can a threat be considered ‘credible’ when it’s unconfirmed?
If they have specific enough information to put out a warning like this, shouldn’t those in danger be warned?

I think they mean a specific threat (car bomb) and ts credible (the guys they want know how to male car bombs) but they don’t know where they are right now.
