Yeah. Perry is for "open borders" if a whole host of conditions are met that would mean that Mexico has suddenly turned into Canada.
He was clearly lecturing Fox on the folly of an open border given the current state of affairs in Mexico.
Until those problems are addressed (which is never) open borders ain't gonna happen -- at least not under Rick Perry's watch.
