Your post is obviously wrong. Thanks for the link though. It contained public law 110-329. Let me paste the first sentence of the summary so you can be clear when you apologize to me.

"A House Appropriations committee print presents the final legislative text and explanatory statement. Division A provides continuing appropriations for all agencies and activities that would be covered by the regular fiscal year 2009 appropriations bills, until enactment of the applicable regular appropriations bill or until March 6, 2009, whichever occurs first."

You should reread it. It kept the 2008 funding levels for existing programs other than DOD and DHS.

The increases in the FY2009 budget were passed later by the Dems.

The responsibility for the increses in FY2009 belongs to the Dems.
