Fundamental problem with that graph:
Fiscal Year 2009 was NOT President Bush. It was passed by Nancy Pelosi’s House and Harry Reid’s Senate on February 23, 2009 and signed into law by President Obama on March 13, 2009. President Bush had nothing to do with FY2009’s budget - yet your graph says it’s his.
Sorry, when you get basic facts wrong, then the rest is under suspicion as well.

What do you mean “defunded it”? “Funding” wasn’t the issue, and that would not have made the loans go away.
