It's pretty clear that the California Democrats were inspired to try this again, despite the fact their state is bankrupt, because they find themselves seeing a President Perry in their future.

They know that Perry loves the idea of giving illegal aliens college educations ~ but not Americans.

They probably imagine him sending stimulus funds to their state to help out with this enormous effort ('cause they got a whale of a lot of 'em).
