That is definately no salute. It’s a cross between thumbing his nose and waving at the Airmen. We’ll never see a real salute. His little pea-brain is big enough to learn how, it’s his way of showing his hatred and disrespect of the military by not ever offering a genuine salute.
We only see a snapshot, without a full moving picture, we can only conjecture that it was or was not a full salute. Not that I’m defending this POS, just say’in
