Since when did presidents return salutes, anyway?

Is the Commander in Chief actually authorized to salute? Did anyone bother to write it down anywhere?

If there’s anything I remember it’s that you don’t salute if you’re not in uniform.

Uuuuhhh, they changed at least one rule re: saluting recently. Military retirees are authorized to salute during the National Anthem when not in uniform.

I distinctly remember Reagan returning salutes. It stood out to me at the time.
