Libyan propaganda overseas at the time had produced a green circular sheet for leafletting in the streets, given to embassies and press and what not; one pager, it had two side by side photos, on the one side a little girl, maybe a year or two years old with curly hair, sitting smiling in a compound with the Colonel, then on the right a bombed out building the bloody body of an infant laying there.

The title said "Daddy, you gave me life. Reagin (sic), you killed me! -- Hana"

And then went on to talk about the attack.

Sheer propaganda. I doubted it at the time. They just went to a hospital some place, found a child that had just died, shot up the body and placed it for propaganda purposes. Sick bastards.
