Surely he's joking. Not even that imbecile could expect people to be "patient" for two weeks without power.

They won’t be patient, that’s for sure, but power outages of that time length aren’t so rare from hurricanes, depending on the extent of the trees, poles down, flooding, etc. This summer in the midwest, there were numerous violent storms and flooding that caused some unusually long power outages.
