I think it’s the camera angle. Look at the building in the lower left for perspective.
The whole picture is leaning. See the natural progression in horizon height from right to left? That wouldn’t be so in Arlington/Alexandria along the Potomac.
Much of DC is built on drained swamp land. Not many high rises..witht eh Wash MOnumnet, you have a very heavy structure, with a small fooprint. ( so the load isn’t spread) on soft ground..remember..it was built long ago...they may NOT have anticipated this...
We saw the same shot, and agree, it *appeared* to list to the right very slightly.
Have to keep in mind that the Washington Monument is just a skinny tall pile of stones, there is no structural frame. Gravity and stone mass are what keep it place since they started construction in 1848.
With a height of 555 feet the lateral movement is a lot greater the higher one goes. Wouldn’t be surprised to hear of cracks.

Thanks for that link. I missed the whole thing. I checked in here after hearing that D.C. is so crooked even the Monument has an angle now.
