When you internalize the very accurate title of this thread "Obama to Deliver Statement on Libya" you get a hint: to "deliver" is putting out there something that somebody else produced. Last I saw, there was no capituation by the Gadaffi forces and his number 1 son is still on the loose. Methinks someone got out the PR before the end game and as such der leader had to do something, so the speech with a picture approach. Had Tripoli truly fallen by then, he would have been out there beaming probably saying which seal team aided in the capture or killing while tossing himself accolades.
