Among the Americans I know who have learned Vietnamese the ones who do the best with the tones (VN has 6, Pu Tong Hoa has 4) seem to be the ones with the worst tin ears. I am my first example. I could not carry a tune to Old MacDonald but do well with tones.

I’d think that if a dignitary from another country visiting the USA was unable to speak English and he apologized (through an interpreter of course) that he could not speak English, the US would not look down its nose upon the diplomat because he didn’t specify that he meant American English rather than British English or Ebonics....
