I doubt that. Can’t find a copy of the actual order but from the commentary it looks like this is directed at increasing diversity across labor categories and at higher pay grades. IOW, not enough women and minority engineers especially at the GS-15 level.
There is no way I am believing that blacks make up just 17.3 per cent of the federal work force.
Blacks are about 11 or 12 percent of the population, not 17.7. Pacific/ Asian people are nowhere near 5.6% of the population.
Go to the Atlanta airport. Walking thru two terminals I did not see a single non-black working anywhere except the airlines.
Diversity is just a liberal code word for non-whites. Ever hear anyone say Detroit wasn’t diverse enough.
Taking them off welfare and putting them in Government. I can see Obama saying this is a sensable solution for when the crap hit's the fan. They'll have jobs so no need to revolt. Can't have a black revolt while he's President.

So tell me just where is he attempting to gather voters and further all this is really sounding like Jeremiah Wright stuff! Black Theology on the move perhaps?

These days I think I’d want something more secure.
My guess is that this has to do with the GS11 and higher positions. How they’ll overrule the veterans preference regulations, especially for disabled veterans will be interesting. There are many more disabled younger veterans now and many overlook opportunities in the federal government.
