Do you have reason to believe that Iraq would grant the US flyover rights on 1/21/1013?
Iraq's current government isn't ready to stand up to Iran yet and are playing nice with them at the moment. Scumbags like Mookie al Sadr are driving this (mostly with nasty threats and bombings.)
There's another election in 2013 and if someone like Allawi can get in (his party came very close last time), there's a good chance they'd allow the U.S to access the airspace. Of course, this would also depend on our leadership.
I doubt Iraq would ever give Israel any permission, though.
