Texas Governor Signs Bill for Tougher Hate Crime Penalties

After refusing for months to say where he stood, Republican Gov. Rick Perry signed a Texas hate crime bill Friday that strengthens the penalties for offenses against minorities, gays and others.

The James Byrd Jr. Hate Crimes Act was named for the East Texas black man who was dragged to his death from a pickup truck in 1998 by three white men, including two avowed white supremacists.

Republican Liberty Caucus of Texas Sends Warning to Republicans Nationwide About Perry’s Tax and Spend Record

AUSTIN, TX - Texas Governor Rick Perry may be the flavor of the day for a lot of Republicans, but Texas Republicans who are familiar with his record are a lot less enthusiastic about his presidential run. “Perry has a unique talent for finding new ways to raise taxes and loves to use taxpayer money to subsidize his business cronies,” says Secretary Dave Nalle of the Republican Liberty Caucus of Texas. “His supposed belief in limited government and states rights conveniently disappears whenever it conflicts with the demands of the special interests and corporate cronies who he serves.”

Governor Perry’s record of big government, big spending, big taxing and attacks on the fundamental rights of Texas citizens is a familiar to Texans, but seems to be much less well known to Republicans outside of the state, which may explain his high initial showing in the polls. The Republican Liberty Caucus of Texas is compiling a complete dossier on Perry to share with fellow Republicans outside their state so that they can be informed about what they are being sold in a Perry presidential candidacy.

The file on Perry’s abuses of power, insider deals with cronies and tax and spend policies is thick, but for a start here are what Texas RLC members voted as the top five Perry scandals which GOP primary voters need to know more about:

1. Business Slush Funds: Perry made heavy use of business incentive “slush funds” which used taxpayer dollars to subsidize selected businesses, many of them run by his major campaign contributors. Just two of these funds, the Texas Enterprise Fund and the Texas Emerging Growth fund, spent over $700 million to subsidize businesses to move to Texas or expand operations in Texas, with little evidence that these handouts of taxpayer money produced job or revenue growth anywhere near sufficient to justify the expense. In fact, many of these businesses eventually downsized or relocated long before they had earned the money Perry gave them, or even went bankrupt with $25 million fund dollars like Contrywide Financial. source

2. Toll Roads and Land Seizures Perry has never met a toll road project he wasn’t willing to seize huge amounts of private land for and then give the exclusive management contracts to foreign corporations. Perry’s time in office has set records for eminent domain land seizures - over a million acres have been seized. His toll road projects have confiscated family farms and torn communities apart. Toll roads have been used as a massive off-the-books tax program, taking money from Texas drivers and feeding it to foreign financial interests and management groups which lobbied the governor for special deals which produce much higher tolls and higher profits than are typical in other states. source

3. Forced Vaccinations: In 2007 Perry issued an executive order which would have forcibly vaccinated every girl in Texas entering the sixth grade with Merck’s Gardasil vaccine for Human Papilloma Virus. This massive violation of the privacy rights of Texas teenagers and their parents would have come at a cost of $360 in taxpayer money per shot. It would have been a huge windfall for Merck, which had paid Perry’s former Chief of Staff $250,000 to lobby the governor and legislature to promote the forced vaccination program. source

4. The Job-Killing Franchise Tax: Knowing that it would be impossible to pass an income tax against popular opposition in Texas, Perry promoted the idea of a special business tax called the “Franchise Tax” which taxes businesses at different arbitrary rates set by the government. This tax expands business taxes to types of businesses which are not taxed in most states and in many cases taxes small businesses more than large corporations they compete with. For example it taxes small car repair shops at double the rate it taxes large dealerships for car repairs. It’s a small business and job killer. source

5. Scuttled the Ant-TSA Bill When Rep. David Simpson led the Texas legislature towards passage of an enormously popular bill (HB1938) to hold the TSA accountable for intrusive searches of airline passengers, Perry played a key role in making sure that the bill was not passed. When the TSA and the Justice Department began pressuring him, although Perry had promised to submit the bill to the special legislative session, he delayed submitting the bill until it was so late in the session that it was virtually impossible to hold the constitutionally mandated votes necessary for passage. That way he could score points with the public for submitting the popular bill while at the same time making sure that it wouldn’t pass. It’s a classic example of Perry’s insincere pandering. source

Don’t be fooled by campaign hype. If Perry says he’ll cut taxes or get government off our back, look up his real record. Look up his past statements. He supported TARP. He supported the bailouts. He was even Al Gore’s Texas campaign manager back in 1980. A vote for Perry in the Republican primary is a vote for more big government and more taxes and more of the the same deficits and irresponsibility we had for 12 years under Bush and Obama. The Republican Party and the nation need real leadership, not more of the same with a nicer head of hair.

RLC of Texas Chairman Judson Vandiver asks, “Let’s hope Republicans outside Texas see through all the hype. Let’s all say to to Perry what he said to a Texas state trooper when he tried to bully her after she pulled him over for speeding YouTube: ‘Why don’t you just let us get on down the road?’”

So with that logic, do you support Obama forcing the health care law, rather than going for what was popular at the time?

We complain when a politician doesnt bend to the will of the people when we like the will, then call the politicians cowards for going with whatever is popular at the moment when we dont like the will.

It is so astounding how many on FR are determined to bring down Gov. Perry, a fabulous candidate who can defeat Obama next year. In fact, they are doing nothing but HELPING Obama get re-elected.

It is not all that surprising. We have a group of true believers who value style and entertainment over substance. Expect it to get worse. Expect a purge if Palin announces.

Too much TeeVee and to many movies. Too much dreaming of the knight(ess) on the white horse to ride forth to slay dragons. Not enough reality.

Conservative must find the most conservative candidate who can WIN. Today, that candidate is Rick Perry. Is he the perfect candidate for the 100 percenters? Nope. Can the 100 percenters heart throbs beat Obama? Also, Nope.

Of course, this IS the Internet and a very small, if hot, corner of it. Keep your eye on the Big Picture. See where the money goes.

It's going to be interesting, at least. There is a clear path now to derail Romney then bounce Obama's scrawny butt out the door. Perry timed it perfectly. .

No prob...it’s a bit hectic for Reps this time in the election cycle.

As to your comment. Actually, I do feel somewhat stupid in not knowing nearly as much about Romney in 2008 (when I voted for him) as I do now. Romneycare was barely mentioned, his implementation of gay marriage was not mentioned at all. And a lot of other RINO stuff didn’t really come out.

In fact, I was sure he would get the nomination because, at the time, he seemed to be saying the right things. I just didn’t know his past in MA well enough.

Yep. More rotten fruit of the phony conservative, Rick Perry. People are fooling themselves it they think this wicked man has what it takes to turn this country around. He is even more vile than most because he uses God for political gain and gullible Christians take the bait when he throws out a few, "the good Lord"s here and there.

Even if Rick Perry did have what it takes, he wouldn't fix things because he's corrupt. He's bought and paid for. He's a RINO, establishment, billionaire backed hack.

It’s harsh no matter who you direct it at.

On the flip side of your and other’s arguments, you refuse to even acknowledge anything positive this man has done. Because it’s not lockstep with your thinking, then you apply the terms ‘loser’ apologist, perrybot etc. It’s not right. I can’t speak for others here but when I’m researching and stating my opinion and why, I don’t expect to be called names for it or accused of not being a conservative.

These ‘old’ stories as you call them are about actions that are still in effect TODAY and aren’t so old!

These ‘Thought Crime’ laws that were signed and endorsed by Perry .. are an indicator of the man’s thinking and are quite appropriate in letting others know about them.

The same goes for the ‘old’ stories on his Illegal Alien stances!

Just because his actions .. and the stories about them are ‘old’ doesn’t mean that the man’s thinking has changed or that what he has done (or Thought) in the past don’t apply NOW, when NOW is an obvious attempt of a Leopard ‘trying’ to change his spots during a Presidential bid!

He has been putting out that image of a "conservative" for a bit over a year, which is when I started suspecting he was going to make a run for the White House.

Little Ricky is establishment GOP all the way. Watch the MSM fawn all over him and declare that he is "right" for republicans. George Stephanopoulos did that for McCain when he as at 3-4% approval out of the list of candidates back in `08. MSM trashed all other candidates and Little George just kept pushing Juan.

Now Little George is over at ABC, singing his prase in Iowa and guess what else? We see this for Ricky...

Texas Gov. Rick Perry shook up the 2012 race today when he made his candidacy official in Charleston, S.C., almost nine months after the Texan vowed he was not interested in pursuing a presidential run.

"I came to South Carolina because I will not sit back and accept the path America is on because a great country requires a better direction because a renewed nation needs a new president," Perry said. "It is time to get America working again and that's why with the support of my family and the unwavering belief of the goodness of America I declare for you today that I'm a candidate for President of the United States."

Perry, the longest-serving governor in the country who has accounted for 42 percent of all jobs created since the recession, maintained his anti-Washington rhetoric throughout his announcment speech, declaring that he will "work everyday to try and make Washington D.C. as inconsequential in your life as I can."

ABC News going on about how a REPUBLICAN can create jobs?

Damn near heresy against Obama's "economic recovery, huh?

Oh, and the glowing report doesn't stop there...

By announcing in South Carolina Saturday, the Texas governor is throwing out the conventional political playbook, as most of the Republican presidential field focuses on the Ames straw poll in Iowa.

Again with the jobs. That has been Obama's mantra for two years and now ABC News is waiving the jobs flag for a republican?

Then they uncouple him from his former boss George Bush.

Perry is often compared to President George W. Bush, a fellow Texan governor who ascended to the White House, but Perry has attempted to distance himself from this Bush.

"The idea of 'Just because you're from Texas, you're all alike and you're all cut from the same cloth,' is a bit of a stretch," Perry told the Des Moines Register in July. "The folks that want to make that comparison, they'll figure out pretty quick that, 'Hey, this guy Perry, he's different.'"

"He's not George W. Bush. Rick Perry is nothing like George W. Bush," Paul Burka of Texas Monthly said. "Perry's probably the best electoral production that Texas has produced since LBJ."

"Gov. Perry is a very personable individual, does well one-on-one, as well, and in New Hampshire, I think he'll resonate well with voters," Tucker told ABC News.

This is the exact propaganda mixed with truth that is being pushed to "prove" Rick is right for republicans. Never mind that as soon as he hits DC it will be back to establishment GOP business as usual.

The problem is we can't endure that anymore. We have GOT to have a hard line that will tell democrat and republican alike NO. NO more spending, no more increases, NO, NO, NO!

We are not going to see that hard line from Ricky.

Oh, BTW, the rest of the piece reads like it WAS written by the Perry campaign. It is damn near a Norman Rockwell painting.

And the last line is PURE BAIT.

Perry, the son of cotton farmers, hails from a small town in west Texas called Paint Creek. Growing up, Perry earned the honor of Eagle Scout and met his future wife, Anita Thigpen, at a piano recital in elementary school. He married her more than 20 years later. Perry and his wife have one son, Griffin, and one daughter, Sydney.

Perry attended Texas A&M University in College Station, Texas, where he majored in animal science, was a yell-leader and a member of the Corps of Cadets.

Upon graduation in 1972, Perry was commissioned in the U.S. Air Force and flew C-130 tactical aircraft in the U.S., Middle East and Europe. He was discharged with the rank of captain and returned to West Texas to help on his family ranch in 1977.

After years as a cotton farmer, Perry jumped into politics in 1985 when he entered the state House of Representatives as a conservative Democrat. Perry supported Al Gore's presidential bid in 1988 and even spearheaded his election efforts in the state of Texas.

In 1989, Perry switched parties and became a Republican. The following year he ran and won in the election for agriculture commissioner, a role in which he promoted the sale of Texas farm produce to other states and foreign nations.

After serving two terms as agriculture commissioner, Perry ran for lieutenant governor and became the state's first Republican lieutenant governor since Reconstruction.

Upon George W. Bush's election to the presidency, Perry assumed the Texas governorship in 2000. He has since won three re-elections as governor, even defeating popular Republican Sen. Kay Bailey Hutchison in the primary election in 2010. Perry also serves as the president of the Republican Governor's Association.

Perry will enter the presidential race undefeated, having never lost an election in his three decades of working in government.

So you think Perry should not be questioned? I thought the Primary Election’s purpose is to vet all candidates, both incumbent or not. I’m looking forward to vigorous vetting of Rick Perry (former Democrat, Texas Gov.) and all the other prospective candidates. SoCon is right to question Perry so why not back off!

if u are worried about Palin ..if she ever announces...I do not see Perry capable to beat her in the Primary

if she does not enter then he is Bachamnn’s biggest threat

I think it is either woman’s to lose...or at least I hope it is

what will Rush do I wonder...he hints he thinks Perry is a winner

Perry is just soft socially to me...mean though.. a good thing

Once the information of his checkered conservative past is fully vetted during this campaign, the base will turn away from him. He won't make it to the finish line.

The best way to have a real conservative candidate is find the truth about each of them - the good, the bad and the ugly. People who want to sprinkle goody goody glitter on Perry aren't doing the cause of conservatism any good at all; quite the reverse.
