They are scrambling to make sure that they spend all of the remaining FY10 $$. The current FY ends Sep 30th and they scramble to spend it all so their budget is reduced for FY11 as of Oct 1st.

Yep. If you don’t spend every penny this year, you must not have needed it all so we’ll give it to another department that has a proven track record of consistently obligating its (ever expanding) entire budget. And we’ll reduce your budget next year since it was more than you needed. Efficiently run departments soon learn that “no good deed shall go unpunished”. LOL.
