How can the rest of the law remain in effect since it did not have a Severability Clause? ?

It can't, but everyone here knows that Obama and his orcs are not concerned about the law. If they can get away with illegality, they will. Fortunately, without the individual mandate, Obamacare will collapse of its own accord, since it will never have even half of the money it needs to fund it.
