No reason for cops to gun people down during a chase, esp if the person is just trying to get away. So the cops were wrong to gun down the criminal in the public street and should have simply arrested him at a different time, when they could cuff him and put him in a paddy wagon as opposed to summary execution. What if he is actively engaged in shooting at police at the time?
