Because unlike in America most police in “western” countries only carry radios and whistles and maybe a stick.
But the riots supposedly started BECAUSE a police officer shot an “unarmed” man? Please explain.

Give them guns and orders to shoot looters and arsonists.

Most European, as well as the Aussie, NZ and South African police are armed. The British are a minority. Even the Irish are armed as routine.
