This treaty will never be ratified by 2/3rds of the Senate. Well then that's a problem for you because ratification does not require 2/3 of the Senate, it requires "two thirds of Senators present."
Its irritating and even infuriating but it will not ever go into effect.
Bet me. All it takes is a signature and it will go into practical effect.
