Has it been determined who said that quote? I just keep seeing that it was published in a Czech editorial, but never a name attributed.

President Václav Klaus is the Czech leader who called out global warming.

Václav Havel was the first president of the new Czech Republic after the Communists were ousted. He was there when I was there. I saw him at a Paul Simon concert ;o).

Every third man in Prague is named Václav, so it's easy to confuse.

Thanks for the correction. I did indeed confuse the two men. It seems that the Czech Republic has had a number of leaders who crave freedom, no doubt as a result of having to fight so hard to obtain it.
