I prefer a bounty or at least an open season, no bag limit and eligible to be taken with any sort of hunting license.

A "Bounty" would be the government paying people to do something they're already inclined to do. There's already too much of that going on. That's how our economy got into this mess.

Sell tags. Perhaps offer a cash prize for the biggest one harvested.

No, a bounty is paying for a desired service i.e. getting rid of vermin. It's like taking aluminum cans to be recycled. You hand over the goods and get the fee on the spot. Louisiana has done it for nutria and one of the southeast Asia countries does it for rats. Its a time tested way of handling problems like this.
