Found it! I searched through Mark's archive and found the study: No Country Leans on Upper-Income Households as Much as U.S. (and it was actually the top 10%, not top 20%). Also, Hodge's backup material is here: Testimony of Scott Hodge before the U.S. Senate Budget Committee, Hearing on Distribution and Efficiency of Spending in the Tax Code (if you or your friend want to grind through his detailed data and presentation!).
