At least 90%. I am single with around 43,000 pre-tax income and still receive $1,000 in refunds (state + national).

Although to be fair the bottom 50 percent of wage earners DO pay taxes. They still pay payroll and sales taxes, and in many cases, state and local taxes as well.

Actually, the 48% of people who don't pay federal taxes is 48% of those who work. About 62% of the workforce pays no taxes. The 50% mark was passed long ago. Less than 40% pay 100% of Federal income taxes.

Yep.

Flat tax or a 'consumption tax' to replace the income tax, only exceptions to the latter are food, home energy, medical care, and primary housing (just don't tax them).
