Right, and the law will put the spending cuts off to "the out years," as it always does.

The way Ryan explained it, they would be putting hard caps in place, a method that was successful in the 90's. As I understood it, currently, nothing stops some agencies from exceeding their budgets. This bill would place caps on spending that would require a future congress to pass a law to remove it. Possible, but much more difficult.

That's easy to do. Dems could do that in any future budget bill. The Pubes will protest. We'll run up against a possible government shutdown. One side will fold. Guess which side that will be? Spending caps gone....
