Who took that picture??? It must have been from a helicopter? Why didn’t they stop him?
Do you think all helicopters are armed? Or do you think they should have made a kamikaze crash on top of him?
The latter might actually have been a good idea if it had stopped him. Of course, if somehow you missed him you would be dead for nothing.

I would think if a country had just had a bombing and cell phones were reporting a shooter on the island, that MANY ARMED helicopters would be overhead!
This is a serious situation....not one to be joking about.
