They did notice him loitering around the government buildings....but what are you to do with someone hanging around? Many people do that. This guys photo wouldn’t make me wonder what he was doing....looks Norwegian...not especially dangerous looking either....but then they often aren’t. Remember Dalmer and other serial killers don’t always have a defined MO.
