It is uncertain whether the next Yemeni government will even approve of drone strikes, though the case of Pakistan shows their approval isn’t necessary for the U.S. to protect itself.

It's a fig leaf. The Pakistani government approves. Not approving would mean shooting the drones down - something it is perfectly entitled to do over its own airspace. If a future Yemeni government doesn't approve, we will know right quick - from the burn-out carcasses of Predators and Global Hawks shot down by Yemeni fighters.
