Its not the producing wells or the fracking that is causing the quakes, it is the disposal wells.

After the producing well has been fracked, the fracking fluid is disposed of by pumping it down the disposal wells aka injection wells.

The state agency has put a hold on using those few disposal wells that they think are causing the quakes.

You are correct. However, if there was no fracking go on, there would be no need for injection/disposal wells. And now that these few wells are closed, the number and frequency of earthquakes has greatly diminished.

Cause and effect? Time will tell. But both sides closely monitoring "events."
