Senate Minority Leader Mitch McConnell (R-Ky.) on Tuesday unveiled a back-up plan for raising the debt ceiling in case the ongoing negotiations between congressional leaders and the White House fail to produce a result by an Aug. 2 deadline. After I got over my first "They Caved" kneejerk reaction I stopped and thought about it for a minute. I don't know what McConnell is thinking, but he sure as Hell won't get enough Republican votes in the House to pass anything as silly as this.

It could be a “trial balloon” or perhaps just a way to say “well, we did have a backup...” which they know won’t fly but can say they had one.
