I'm no constitutional lawyer and struggle to find how unless Holder succumbs to pressure from congress(Issa, et al), not sure how is to be held accountable. Obama will give him a free pass. Who will arrest him? Tree falls in the woods, citizenry aren't there to see or hear it, so it never fell. Get my point? Sure he's guilty as sin and should be in jail, but this regime is above the law and hates this country and believes they are entitled to break it to make up for “past sins”...a la, OJ Simpson.

Holder can be subpoenaed by Congress and failing full cooperation, can be held in contempt. That means federal marshalls will arrest him and detain him until he cooperates. If obama had the seriously defective judgment to try to protect him, or even better pardon him, it would be the end of the regime. Americans have gotten used to eating a lot of sh*t from these ratbastards, but I don't think they'd swallow this one.

Who has the guns? Who is armed? Who can physically effect the arrest of someone who refuses to appear or testify under oath? Or even cooperate with a subpoena? Justice Dept. can thumb their noses at congressional committees. They are doing so.

After Congress has connected enough dots in the case and has finally had enough stonewalling from Holder and/or the Obama Administration they can then take the information and committee hearing testimony and/or findings to a federal magistrate and ask that a special prosecutor with broad investigative powers to be appointed that is separate from the U.S. Justice Dept.
The prosecutor will have the power to convene a special grand jury that reports only to the prosecutor and hear testimony of possible wrong doing. The special prosecutor then can seek federal indictments (sealed or unsealed) against just about anyone remotely involved, including a sitting President. Only though an indicted sitting President cannot be tried until s/he leaves office at the end of their elected term.
Or unless s/he is impeached in the House and removed by the Senate after a trial there.
