Because he has bypassed Congress to get everything else he wanted (including 1.5 new WARS) and he will continue to act on his own authority.... and escalate????
Does he calculate that Congress wouldnt DARE to impeach a BLACK president???
He knows the Senate would not remove him, under any circumstances.
As such, the House impeaching him would constitute a huge favor.
