* 12:36 pm - The Department of Central Management Services has just sent a memo to agency directors decreeing that pay raises mandated by union contracts in 14 state “departments, boards, authorities and commissions” cannot and should not be paid.

The state’s Labor Relations Act also includes a provision about how union contracts are “subject to the appropriations power of the employer.”

If the money isn't "appropriated", it isn't paid. That's the law.

Wow...and the unions and msm made such a big deal out of the very small contributions union members are now making to their pension and health plans in WI.

The unions have valid contracts and should sue the state. On losing the suit, the state should sell assets to pay the unions, or raise taxes. Then maybe the residents of Illinois will get the point and elect some new politicians. Or the state will go bankrupt. It’s a win either way. If you or I reneged on a valid contract we’d be in breach and the other party could win in court against us. States have no legal right to breach their contractual obligations unilaterally. Too bad for the citizens of Illinois, but they elected the politicians who were in bed with the unions. Actions have consequences.

Sadly, my home state of California is going to have to go through the same process. Too many of our citizens believe that the government exists to give them something for nothing. It will be unpleasant until the looters and moochers get thrown out.
