There's got to be some secret formula that political advisers use to tell their employer that he/she needs to get face-time with the media in response to a given crime or public outrage: It's probably all based on flash poll trending, the nature of the case (Dead child or cop involved? Add +1 point. Celebrity involved? Add +3 points. Black preacher organizing a protest march? Add +10 points, etc.), what political hay an opponent could make against the incumbent, divided by available civic funding, multiplied by how many months there is to go before re-election or if the politician is a candidate for higher office.
The final result either instructs the politician to 'lay low' or 'get out in front of this' and declare how chagrined and outraged they are to the media, "we will not rest a single moment until the offenders are brought to justice (now let's get a bite of lunch over at DelMonico's)", and so on.
