My fiancee’ has a mining company. Not long ago his attorney was in a meeting somewhere with a bunch of Chinese businessmen. They were very interested in getting into some Idaho mining deals with my fiancee’. He was told that if a Chinese businessperson invested a million dollars in this country and created 6 American jobs then the govt would issue them a green card. He did not pursue it but it sure ties in with this story.

Not a "green card." An E-2 visa. It is a non-immigrant visa, meaning that you cannot use it as a springboard to get a green card. (To my recollection).
