You might be right for those SS numbers issued within the last few years, but for those of us over the age of 40 it is clearly based on your geographical location.

Appreciate the post. Perhaps, I am an exception... I have a 454 prefix as I applied for a SS # at the US post office in downtown Phoenix, AZ., located on Central Ave. (main north & south corridor through Phx.) in 1972. I wanted to join the military. I devised a plan to apply for a SS # and project myself as a 17 year old, even though I was just 15. The thing was that at 17 I would still need my parents permission and they would not agree when I was just a mere 15 years old. In other words, a less than well thought out plan. In 2006, I went to the SS admin. and corrected this act of malfeasance.
