You realize of course we have such a system in place already, it is called the Constitution and Bill of Rights. Sadly most people know less about those documents than they do their own religious tenants.
The problems arise of course when people rely on clergy to interpret for them what they must do, just like Congress and the Supreme Court. Then you have lawyers involved, sort of like inquisitions.
While I am no scholor, I am aware of the book of Revelation’s predictions of the mega church. Even better I believe those phropecies, and the message of Salvation that is within.
I see the problem not connected with clergy (I don’t listen to any myself) but those pushing immorality using governemnt to enforce toleration of immorality on the rest of us.
