Krauthammer on the other hand does it for a living to wide audience. Speculating is fine if you frame it as such. He's stating it unequivocally.

You could be right. On the other hand, Krauthammer probably knows people in Congress, on Congressional staffs, in the media, and in think tanks. They in turn know former appointees and policymakers, lobbyists, and university experts in various fields.
If someone is seriously preparing for a run for president, they take meetings with experts and the news may get around.
If Krauthammer hasn't heard from his contacts (and they haven't heard from their contacts) about experts meeting with Palin he could assume that her efforts at acquiring knowledge haven't gone very deep.
That's elitist, I know, but Washington's a city of elites and elitists.
I'm not saying for sure that it's how things are, but maybe he's not absolutely without grounds for his speculations.
