The bill is for driving a big car in London. If you are familiar with London's fee system for driving anything bigger than moped, you would see how we ran up those charges. I think you actually have to phone some agency every so many miles there and pay up on the spot. It is the system left over from the Communist Mayor before Boris.
It is funny how once again Obummer is made to look like a dope over there. Good for Boris. He makes me laugh.

I could be wrong but the congestion charges are about driving a car into the center of London (the City, the West End, etc.) where the traffic jams make Manhattan look like Death Valley.
