I believe that is the situation.

I'm outside Wisconsin also, but I'd like to know if Wisconsin's Gov. Walker could recess appoint Prosser to the court on August 1^st.

The Republicans control the legislative branch in Wisconsin, so they could easily recess in order to accomodate the Governor.

I'd love to see that!
