if a guy was racist, he will score everyone who is black with bad/fail grade, not give some black ppl with high grade. The fact that any black was given high grade suggest that the guy was not racist

From what I've seen, white liberals are far more likely to throw around accusations of racism than most blacks - it's become a nearly meaningless insult hurled at anyone who doesn't agree with liberal policies.
