I’m assuming you mean that their “first language” is not Spanish. You are correct. The education system in Mexico requires publically funded education for the first six years. After that, parents have to pony up tuition. I’ve encountered many illegals who sign their names with an “x.” With amnesty in place, this is what we’ll be faced with.
