Turkey's expanded road map for a cease-fire and transition in Libya was rejected by a Libyan opposition spokesperson following a meeting Thursday of the Libya Contact Group in Rome.
Turkish Foreign Minister Ahmet Davutoglu said after the meeting, however, that there was a "certain agreement" on the road map, and that a plan announced at the talks by Libya's Transitional National Council was very similar to the one proposed by Turkey...

At the international meeting Thursday in Rome, Davutoglu detailed Turkey's road map, which includes an immediate cease-fire and establishing necessary mechanisms for transition in one week. These are the withdrawal of troops from Libya's cities, humanitarian aid and the establishment of a political rule including all parties, Foreign Ministry spokesman Selcuk Unal told reporters Friday.

Asked whether the use of frozen assets belonging to the Libyan administration to aid the rebels had been assessed in Turkey, Unal said many countries were carrying out works on the issue. He said Turkey was carrying out the necessary work under U.N. Security Council resolutions.

My wild guess is, Turkey’s offer included sanctuary in Turkey for Gaddafy and his family and entourage, where he (and they) could live out their lives in relative comfort and safety.
