My guess is Williams is mildly miffed that we got OBL and hopes that people will see it as somehow tainted. He's a typical postmodern post-national type and no doubt has a grudge against the United States and this is his way of expressing it. I'll also add that his pretentious use of understatement pretty obnoxious.
