Even with the best night vision equipment in a fast changing situation why would SEALs go for the low percentage head shots first? If the rest of his body is behind cover, the head might be all you've got. You also go for the head if you need an instant stop, since a center-mass hit might still give him a few seconds of consciousness to hit a detonator.
