1. He was afraid of Trump. This is his attempt to neutralize him.
2. Trump was his stooge to co-opt the birther movement and make them look bad.
3. It's not about the birth certificate, it's about the college transcripts. He released the BC, there's no _there_ there. Trump (or anyone else) demanding college transcripts looks like they're grasping at straws.
