OCR software tries to turn an image into text that is like the text you are seeing and typing here. Then you can store the text in other ways like a database, or edit it an editor like microsoft word.

The text version need not be part of the released document. That image is one of a multitude of images and text, all tied together in a database. Not unusual to separate a document into layers for processing.
