Regarding the stray characters on the edge.
They are visible without changing the aspect ratio by simply releasing the clipping mask. They were likely produced when the xerox was made and are on the next page in the binder of certificates. Her claim that an OCR app would pick them up is clearly mistaken. They are far less substantial than more prominent characters also left behind,

Again mistaken. The separation did not happen from scanning one or multiple times. It was done after by software.

White artifacts...
I noticed these right away as well. My best guess is they are still present as I type on either the glass at the Hi DOH’s Xerox, or the scanner at the White House.

While this is not the best demonstration, it does provide the most plausible explanation.

Actually you are wrong. If the scan was from a single sheet of paper like the one you see when you open the file, the scanner wouldn't pick up anything you can't see with your eyes. Those numbers can't be seen unless you separate the pieces. Second, you haven't even addressed where those stray numbers come from. Why are they on the edge of the safety paper in the first place? They are partial numbers and or letters. From where did they come or what purpose did they serve? You believe any of regular black letters and numbers weren't picked up by OCR but two hand written signatures where? Your logic defies imagination. Those white specs if on the scanner glass would have just blocked out anything being scanned, not be scanned themselves. Scanners are just flat bed cameras. My best guess is that those white specks are from a round state seal near the top that was erased off the safety paper and an embossed seal at the bottom that was also painted over with photoshop. It is my belief that the safety paper was recycled from the original COLB they released a couple of years ago. If the mono/color problem happened with software as you say it would not have picked up half a signature nor would it have been turned into an image file. Instead it would have turned it into something you can read or edit....in other words a word file. OCR excuse doesn't hold water.
